A Case Study on the Practice of Pretrial Services and Risk Assessment in Three Cities (DCPI Research Link)

This report compares three pretrial agencies—Washington, D.C., New York City, and Baltimore—and discusses their practice of pretrial services and programs, with a particular focus on risk assessment. DCPI researchers identify several unique attributes of the District of Columbia’s Pretrial Service Agency, including its focus on public safety, implementation of formal assessments of flight risk, and lack of reliance on monetary bail. They conclude that PSA’s pretrial risk assessment is more comprehensive than in the other two agencies because it is both designed to inform the use of a broad range of pretrial treatment and supervision options and is focused on helping to reduce and manage the risk to public safety posed by pretrial defendants.

2010 Voluntary Sentencing Guidelines Manual (DCPI Research Link)
DC Sentencing and Criminal Code Revision Commission

The District of Columbia Sentencing and Criminal Code Revision Commission published the 2010 edition of the Voluntary Sentencing Guidelines Manual, which replaces the 2008 Practice Manual. The 2010 Voluntary Sentencing Guidelines Manual should be used for all pleas or verdicts on and after May 3, 2010, unless the parties agree to use the version in effect at the time of sentencing. The substantive changes to this edition of the Voluntary Sentencing Guidelines Manual are listed in Appendix J.

District of Columbia Access to Justice Commission

The District of Columbia Access to Justice Commission was created by the DC Court of Appeals in 2005 to make equal access to justice a reality for low and moderate income District residents. The Commission has made great strides in helping more of these residents obtain legal assistance, reducing barriers in the judicial system, and making the legal services network even more accessible.
